Один депутат парламента обходится налогоплатильщикам в шесть миллионов сомов, говорит эксперт правозащитной организации «Граждане против коррупции» Сулейман Бердикеев.
Исследователи поделили общую сумму бюджета Жогорку Кенеша (около 700 млн сомов) на общее число депутатов (120 мест).
Затраты Жогорку Кенеша выросли почти в два раза с переходом Кырызстана от президенской формы правления к парламенсткой после государственного переворота в апреле 2010 года.
Но, по заявлениям правозащитников, переход с одной формы на другую не повлиял на эффективность работы законодательного органа.
«Если расходы на депутатов увеличиваются, значит мы можем требовать эффективности их работы», – говорит Бердикеев.
Согласно исследованию, средняя зарплата кыргызских депутатов (51 тысяча сомов) в 12 раз превышает уровень ВВП на душу населения.
Две трети всех депутатов Жогорку Кенеша определили свое материальное положение как «среднего достатка», а к состоятельным и зажиточным себя отнесли 30 процентов.
«Проблема прозрачности и информированности самих депутатов есть и в парламенте. Многие из них отвечали, что не знают, кто распоряжается и имеет доступ к бюджету ЖК: торага или лидеры фракций, и каким образом распределяются средства», — сказал эксперт Фонда развития права и бизнеса Искендер Байназаров.
К примеру, в США соотношение зарплат представителей законодательной власти к уровню ВВП на душу населения в три раза меньше по сравнению с кыргызскими депутатами, приводит данные организация.

Сам парламент ведет судебные тяжбы с правозащитной организацией «Коалиция за демократию и гражданское общество» в попытке скрыть зарплаты депутатов, называя эту информацию «служебной».
Правозащитники настаивают, что зарплаты должны быть оглашены, потому что они высчитываются из выплат налогоплатильщиков.
Стоимость законопроектов
Согласно исследованию, на принятие одного законопроекта уходит 3 млн сомов, что почти в 6 раз превышает стоимость принятия проектов во времена первого созыва Жогорку Кенеша.
«Исследование показало тенденцию роста расходов на принятие законов. Встает вопрос о качестве этих законов и постановлений», — говорит Бердикеев.
Депутат парламента, член комитета по бюджету и финансам Айнуру Алтыбаева, которая присутствовала на встрече, говорит, что при расчете стоимости законопроектов и затрат на депутатов нужно учитывать переход от президентской формы правления к парламентской.
«Увеличились функции парламента, что и явилось причиной увеличения его бюджета. По регламенту, закон сейчас проходит в трех чтениях, что тоже влияет на качество и на увеличение бюджета», — вступилась Алтыбаева.
Она добавила, что каждый законопроект проходит пять видов экспертиз: правовую, правозащитную, гендерную, антикоррупционную и экологическую. По её словам, это тоже увеличивает затраты на разработку законопроектов.
